Tonight’s Spruce Hill Zoning meeting to discuss residential building proposal near 44th and Walnut, increase in dwelling units on 42nd and Chester

A monthly Spruce Hill zoning meeting will take place tonight, at 7 p.m. at the Spruce Hill Center (257 S. 45th St), with two development projects on the agenda. Community members are invited to hear from the owners of a vacant lot at 224 S. 44th Street about construction of a new residential building. This project was first presented at last month’s zoning meeting. A four-unit semi-detached structure is being proposed on the lot in-between two old Victorian homes (see picture).  Continue Reading

Orens Brothers ready to proceed with redevelopment of 4400 block of Chestnut; zoning meeting tonight

It appears that local developers, Orens Brothers, are ready to move forward with their plans for a major redevelopment of a portion of the 4400 block of Chestnut Street and South 44th Street between Chestnut and Market that were first presented in 2015.

The Spruce Hill Community Association’s Zoning Committee will hold a public zoning meeting tonight at 7 p.m. where the proposal to create a six-story apartment building with commercial ground floor spaces, a fitness center, a meeting room for residents and a garage will be discussed. The proposal involves relocating lot lines to create one lot from several lots. The project has been on hold while title was secured for some key properties.  Continue Reading

Learn more about residential complex proposed near 40th and Walnut on Monday

Residents are invited to a Spruce Hill Community Association (SHCA) Zoning Committee meeting on Monday, Feb. 12 to learn more about the residential complex proposed for green space on Penn’s campus next to Walnut Street West Library on 40th Street (see rendering). University of Pennsylvania announced plans for the new, 250,000-square-foot undergraduate college house in the fall.

While zoning is not in question for this development, according to SHCA Zoning Committee Chair Barry Grossbach, current law requires that this project be brought to the convening RCO (Registered Community Organization) prior to submission and review by the Committee for Design Review at the city Planning Commission. Representatives from the Penn’s offices of architecture and management will be present to discuss the project.  Continue Reading

Spruce Hill zoning meeting Thursday to discuss apartment building proposed near 41st and Baltimore

Residents are invited to learn more about development projects on Thursday, June 15 at the Spruce Hill Zoning Committee’s monthly meeting. The proposed construction of an apartment complex in a parking lot on the 4000 block of Baltimore Ave (see Google Street View below) is on the agenda.

The proposal for 4045 Baltimore Avenue was first unveiled by the developers in the Fall 2016. The complex would include 48 units, interior and off street parking, and 17 bicycle spaces.

The meeting will take place at the Spruce Hill Community Association building (257 S. 45th Street), beginning at 6:30 p.m.  Continue Reading

Restaurants, bakery under Spruce Hill zoning consideration

The Spruce Hill Zoning Committee will be meeting Thursday, Oct. 13 to take up three RCO cases, and community members are invited to participate in the meeting. Additionally, revised drawings for a proposed apartment building at 4043 Baltimore Avenue will be reviewed (this project is currently in the “talking stage” and no zoning has been applied for).

The meeting will begin at 6:30 p.m. and the cases heard will be:

• 4407 Pine Street – currently zoned for two units, application seeks four units

• 4301-4303 Baltimore Avenue – application for lot adjustment to create one lot out of two, and for a sit down restaurant in first floor and front of the 2nd floor in 4303. 4301 Baltimore Avenue is currently occupied by Clarkville bar and restaurant.

• 4323-31 Spruce Street – application for a take out restaurant (bakery).  Continue Reading

A four-story single-family old Victorian house on the 4600 block of Spruce Street has new owners, who are proposing to convert it to a multi-unit property. The Garden Court Community Association’s zoning committee is hosting a community meeting on Thursday, May 26, at the property in question – 4606 Spruce Street.

The owners have proposed to convert the building to include: a professional office on the first-floor front; single-family apartment in the first-floor rear; and three units on the second through fourth floors. The 3,360-square-foot 6-bedroom house was built in 1909.

Many community organizations in the area have been reluctant to support proposals to convert single-family homes into multi-family buildings.

The meeting will begin at 7 p.m., and attendees are asked to bring folding chairs, as seating will be limited.
