A meeting Monday for community input on the big 4224 Baltimore Ave. project (UPDATE: cancelled due to snow)

UPDATE (1/26/2015): Monday’s SHCA Zoning Committee meeting has been cancelled due to the inclement weather. The meeting will be rescheduled for sometime in mid-February, according to Spruce Hill zoning committee chair Barry Grossbach. Stay tuned for more information.

The Spruce Hill Community Association (SHCA) will be holding a Zoning Committee meeting on Monday, Jan. 26 to consider the widely discussed residential and commercial project at 4224 Baltimore Avenue.

4224proposedbuildingAs a reminder, the development team for 4224 Baltimore Avenue has applied for zoning to get the city’s approval to construct a 132-unit residential complex at the site. The project evolved from a series of neighborhood meetings and was discussed at an open meeting of Spruce Hill zoning last spring. Now that a formal application has been made, the project development team, U3 Advisors, are required to have public meetings with neighbors through community associations.

The zoning meeting will be held at the SHCA headquarters at 257 S. 45th Street, starting at 7 p.m. All interested neighbors and residents are welcome to attend.

At this meeting, you can also learn about The Fresh Grocer’s application for the right to sell beer under conditions specified in its lease agreement with the University of Pennsylvania.

Learn about new development projects at Spruce Hill Zoning meeting on Wednesday

Former Transition to Independent Living facility at 46th and Spruce.

Community members are invited to discuss new development projects in the Spruce Hill Neighborhood area at an upcoming Spruce Hill Community Association zoning committee meeting this Wednesday, Dec. 17.

Two development projects are at the focus of Wednesday’s meeting:

1) A proposed six unit development at 100-02 Ludlow Street. The project was discussed at an earlier zoning committee meeting and the committee asked for some additional specifics. The property owners are following the procedure for RCO (recognized community organizations) notification.

2) The proposed development to replace the former Transition to Independent Living facility at 4536 Spruce St. This will be a second meeting with the developers to examine updated drawings and plans. The attendees will also hear a report from discussions between the developers and the owner of the adjacent property on 46th Street, according to zoning committee chair Barry Grossbach.

The Mission First Housing Group proposed a four-story affordable housing building at the southeast corner of 46th and Spruce, where the former Transition to Independent Living Center building is located (pictured). The building was damaged in a fire in 2011 and since then has been shuttered and slowly deteriorating.

The meeting is scheduled to start at 6:30 p.m. at the Spruce Hill Center (257 S. 45th St).

Proposed Local 44-related bar/restaurant at 43rd and Baltimore to get zoning look Monday

Spruce Hill residents have a chance to learn more about proposals for new apartment buildings, business applications and other development in their neighborhood on Monday, Oct. 27 during a Spruce Hill zoning meeting. The meeting, which will take place at the Spruce Hill Center at 257 S. 45th Street, is organized by the Spruce Hill Community Association and is open to all interested neighbors and residents.

BestHousePizzaIncluded on the agenda is the replacement for the Best House Pizza at 4301 Baltimore Ave., which is proposed to include upstairs dining. As we reported earlier this month, the Best House Pizza closed its doors at 43rd and Baltimore after eight years of operation and Local 44 owners were in the process of signing the lease with plans to open a new establishment in that location in Spring 2015. A source from the Spruce Hill Community Association said earlier that the organization was waiting to see if the new owners would request any zoning variances, which would trigger a public hearing on the project. As the process is obviously underway, stay tuned for more updates.

Owners of 4224 Baltimore will take their chances with zoning board

4224proposedbuildingThe firm overseeing development of a prime piece of real estate at 4224 Baltimore Ave. – across from Clark Park – has announced that it will take its chances with the zoning process and will go ahead with plans to build a 132-unit residential complex.

“[U3 Advisors] will comply with every regulation of the zoning variance process and we look forward to meeting with area RCOs, community groups and interested neighbors,” said Tom Lussenhop, the firm’s senior vice president.

Lussenhop said the firm will file an application with the Zoning Board of Adjustment soon.

There was some doubt that the firm would go ahead with its plans after news surfaced that appeals to City Councilwoman Jannie Blackwell for an ordinance that would allow them to sidestep the sometimes tumultuous zoning process were rejected. The parcel’s owner, Clarkmore LLC, already has permission to build a small residential building that would have no commercial amenities and very limited parking. But the plans for the 132-unit building, which grew out of a series of community meetings, include underground parking and commercial space. That plan requires zoning changes for the parcel.

A series of public hearings will be scheduled once the zoning change request is filed, including a community meeting with the Spruce Hill Community Association planning committee.

“Spruce Hill will follow its traditional process of dealing with this zoning application once a filing has been processed,” said the planning committee’s head Barry Grossbach.

Reminder: 4224 Baltimore Ave Zoning approval meeting rescheduled for March 26

There’s a new date for the first community zoning meeting for the apartment complex proposed at 4224 Baltimore Avenue. The meeting, which was postponed due to snow, will take place at 6:30-8:00 p.m. on Wednesday, March 26 at University of the Sciences, Rosenberger Hall (43rd Street between Regent Sq and Woodland Ave), Room 101. Community members are invited to provide their feedback on the project.

And here’s what to expect at the meeting, according to Spruce Hill Zoning Chair Barry Grossbach:

“The developers will present their plans on massing and design for the site reflecting ideas emanating from the three community meetings held during 2013, as well as the current assessment on  the economics of the project. We will also receive details on the nature of the variances that the project will require should it reach the city’s Zoning Board of Adjustment. We urge all interested parties to attend and take the opportunity to ask questions and offer comments.”

4224 Baltimore Ave Zoning approval meeting cancelled

The first zoning approval meeting for the proposed apartment complex at 4224 Baltimore Avenue, which was scheduled for Monday, March 3, has been cancelled due to severe weather forecast, Spruce Hill Zoning Chair Barry Grossbach announced via e-mail. A winter storm watch is in effect for Philadelphia from Sunday evening through Monday afternoon, according to Accuweather.com.

“We do not want to hold a meeting that people might have difficulty traveling to and incurring unnecessary risks in the process. This project is sufficiently important to our neighborhood that it should be scheduled free of nature’s complications,” Grossbach writes.

The meeting should be rescheduled within the next couple of weeks. We’ll post details as soon as we have them.
