The City School unveils plans to build out new entranceway; more from last night’s Spruce Hill zoning meeting

Last night, representatives from The City School unveiled plans to redesign the entry way of its Spruce Hill campus at 4115 Baltimore Avenue, building what they called “a more identifiable, uniformed” entrance that would better introduce the Christian academy in the neighborhood.

The Spruce Hill Community Association Zoning Committee considered The City School’s plans during a routine meeting Wednesday night. According to school representatives, the Spruce Hill campus redesign will include construction of a new facade that will build out the elementary school’s entrance right to the sidewalk. Currently, the frontage of the Baltimore Avenue site has multiple entrances for varying purposes, often confusing guests coming to the academy. Creating a singular front entrance, they claim, would rectify this issue.

As outlined at the meeting, the project would introduce a cedar wood terrace with iron wood brackets displaying the academy’s name, new black wrought iron gates, an art mosaic, and updated planting in the frontage.

The representatives did admit the redesign runs into property line issues, so once they hear the SHCA Zoning Committee’s feedback, they plan to seek a zoning variance within the next month in order to move the project forward. Jake Becker, head of The City School, said during the meeting that they hope to start construction in July and have it complete before the 2014 – 2015 school year starts in September.

Formerly known as the Spruce Hill Christian School, The City School’s Spruce Hill campus is one of three schools run by academy, which includes a middle school at 4501 Walnut Street and the former City Center Academy high school at 315 South 17th Street. In 2006, Spruce Hill Christian School merged with City Center Academy, but the unified school continued to operate under two names until last year.

“Being committed to the neighborhood is important to us,” Becker said at the meeting. “While we changed our name, we’re committed to being a good neighbor.”

During Wednesday night’s meeting, the SHCA Zoning Committee also heard from the owner of 517 South 41st Street regarding her application to convert her three two-bedroom apartments into six one-bedroom units, which she said she would market to graduate students and young professionals. In order to go forward, the owner, who bought the property in October, would have to seek a zoning change for the property, which is currently zoned as three-family dwelling. (The owner was already granted an interior alteration permit in January for renovations on the existing apartments.)

The plans received a lot of pushback from the Committee and other community members present, with one committee member suggesting creating smaller units “will not improve the urban condition on that block.” Committee Chair Barry Grossbach said plainly the owner’s desire to convert the house goes “against the grain” of what the SHCA “is encouraging,” which is the development of more single-family units. Grossbach and other members pressed to the owner that her building has existing features—like a large backyard and close proximity to transit—that would attract young families and couples as renters.

Grossbach said the Committee will get in touch with the owner about their opinion within the next few days. In the meantime, a zoning hearing is scheduled for the property on March 19.

First Zoning Approval meeting for 4224 Baltimore scheduled for March

After a year of debate, planning, and collaboration, the zoning approval process will finally begin next month for the widely discussed and advertised development at 4224 Baltimore Avenue. The Spruce Hill Community Association (SHCA) Zoning Committee has scheduled its first meeting in that process for Monday, March 3, from 6:30 p.m. to 8 p.m. in room 101 of the University of the Sciences’ Rosenberger Hall on 43rd Street and Woodland Avenue.

During the meeting, U3 Ventures—the development team and liaison behind 4224 Baltimore Avenue—will review their progress and details of the project’s potential design, which they unveiled in late July at the last of three public meetings held throughout the 2013. The final development plan, established based on feedback from the community meetings, includes a proposed glossy 153,000 square foot mixed-use building with 108 residential units and retail on the first-floor—an alternative to the conditional zoning permit property owner Thylan Associates received in March 2013 for a four-story, 92-unit residential building with six parking spaces and no commercial space.

On March 3rd, the SHCA Zoning Committee will also consider zoning variances U3 Ventures is seeking in order to make this sizeable project a reality. According to the 4224 Baltimore Avenue website, there are two possible roads for U3 Ventures to take in obtaining permits for the alternative plan: either by receiving a zoning variance by the Zoning Board of Adjustment (ZBA) or adopting a land-use change ordinance issued by the City Council. The team hopes that, by having this meeting, they’re able to reach “a community consensus as to precise project scope and related project details” that will make choosing which approach to take a bit clearer.

Interested residents and stakeholders are invited to join the March 3rd meeting to both share their insights and ask questions about the plan, as well as offer comments regarding the variances sought by U3 Ventures.

Police headquarters, burglaries, rally against shooting deaths: West Philly news roundup (updated)

Here’s a summary of news coming out of our neck of the woods in the past few days and a reminder on a couple of community events this week. Editor’s Note: The meeting on the potential sale of the University City High School has been postponed until Wednesday, Feb. 26.

• Another hurdle has been cleared for the plan to move the police headquarters into the Provident Mutual Life Insurance Co. building at 46th and Market Streets. Last Thursday, Councilwoman Jannie Blackwell introduced two bills that would allow the city to borrow up to $250 million for the project, according to a report by Philadelphia Inquirer. The 87-year-old building has been vacant since 1983, when Provident Mutual Life Insurance Co. moved out, and has been put on the endangered properties list by the Preservation Alliance of Philadelphia.

• A rally was held on Saturday, Feb. 8 to protest recent purse snatching and shootings in Philadelphia. The rally was held at 53rd and Market Streets, the site of the most recent purse snatching, when a 29-year-old woman was shot to death and her companion, a 34-year-old woman, was wounded. Dozens of people attended the event, organized by Handbags 4 Piece, and many people spoke out, including the mothers of the victims (check out the Handbags 4 Piece Facebook page for photos and videos).

Ground was broken last week at the site of the new high-rise apartment building at 36th and Market Streets. The 28-story 364-unit mixed-use structure is a joint project of the University City Science Center and Southern Land Co., of Nashville. The project, which will also include 14,600 square feet of ground-floor retail space and parking for 200 cars and 140 bicycles, is expected to be completed in spring 2015.

• Residential burglaries are still a cause for concern in University City, according to the latest crime update released by the University City District. Over 20 burglaries took place in the area in January, which is a double of the number of burglaries in December. Three burglary-related arrests have been made. UCD also reports that there were about a dozen robberies in the area, four of them at gunpoint, with arrests made in nine of these cases. August and September were peak months for robberies in the area, with over 30 incidents reported.

• Great news for fried chicken and gourmet donuts fans: Philly’s super popular chain Federal Donuts is close to opening their location in University City. The awnings to their new shop at 3428 Sansom were recently complete:

Another tweet by Federal Donuts said that the new location is opening “very soon” but the date hasn’t been announced yet. We’ll keep you posted.

• Two meetings on the sale of vacant schools and other School District of Philadelphia properties in West Philadelphia will take place this week: on Tuesday, Feb. 11 you can learn more about the future of Shaw Middle School (54th & Warrington) and on Wednesday, Feb. 11 (postponed until Feb. 26) there will be a meeting on the potential sale of the University City High School, Drew Elementary School and Walnut Center buildings. Residential and retail in the plans for the Wilson school at 46th and Woodland

It appears that a mixed-used retail/residential building will replace the Alexander Wilson School (46th and Woodland), which the school district closed last June.

Officials from the School District of Philadelphia said during a public meeting Thursday night that all of the leading bids on the building proposed similar uses – a combination of street-level retail and housing. The district’s Chief Operating Officer Fran Burns told about 25 residents gathered in the auditorium of the Henry C. Lea School that it’s “probably not going to be a demolition, but a major renovation within.”

The final bid will not be officially announced and approved until the School Reform Commission (SRC) meeting on Feb. 20 or March 20 (we’ll let you know when we know). No other uses for the building, which many in the community hoped would reopen as a charter school, were proposed by developers and no more offers will be accepted.

Although the purpose of Thursday’s meeting was to elicit public comment on the proposal, officials offered very few details, which frustrated many in attendance.

“I’m a little frustrated about how little of this process seems to be about the impact on the neighborhood,” said a resident who lives near the school.

Burns hinted that the offers proposed student and “multi-family” residences and that senior housing was not part of any of the proposals. No charter school offered a bid, but the nearby University of the Sciences expressed some interest, Burns said.

There are more opportunities for public input, including at the SRC meeting and during the zoning process, but that will be input on the project’s details, not on whether the building should become housing or something else.

Neither the names of bidders nor bid amounts were released. Burns would not say how much is owed in bond payments on Wilson, but said that the sale of the closed schools will not do much to offset budget problems.

“The budget will not be fixed through property sales,” she said.

The district hopes to close the sale of the school by June 30.

After meeting, future of the 5000-5100 blocks of Baltimore Ave still unclear (updated)

If one thing is clear following last night’s public meeting on the future of the 5000 and 5100 blocks of Baltimore Avenue, it’s that nothing is clear about the future of the 5000 and 5100 blocks of Baltimore Avenue.

About 150 people jammed into the basement of the People’s Baptist Church, to talk about what kind of development, if any, might take place in the area. The block is a patchwork of city and privately held land. Some parcels have structures – many are abandoned – and some are empty lots.

One longstanding plan by a private developer would expand the Mercy Wellness Center at 5008 Baltimore and include parking lots. Another plan by a private developer would have put a garden center on the block, but investors were scared off by the possibility of eminent domain seizures by the city.

Much of the background was included in a story last week.

Anxiety about the future of the area among nearby residents and property holders prompted the meeting. The meeting was well-intentioned, but some key players – like folks from the Philadelphia Redevelopment Authority, Councilwoman Jannie Blackwell and others –  were missing, so many questions and concerns went unaddressed. People were looking for answers about blight certification, eminent domain and definite plans for the block. We don’t purport to have all of the answers in this post. We do try to fill in some holes by providing information (if you know more about this than we do, which is quite possible, comment below and we’ll try to fill holes together). For those of you have been keeping a close eye on this there will likely be nothing new here:

Blight certification. The Philadelphia Redevelopment Authority oversees blight certification in the city. The ins and outs of that process are spelled out (somewhat) here. Blight and redevelopment reports are here. The area near 51st and Baltimore was certified for redevelopment in 1995, so the report is not online. The area is now due for recertification, which could pave the way for redevelopment. Certification clears the way for lots of things, including condemnation or seizure through eminent domain.

Redevelopment plan. Before the city proceeds with redevelopment, it must have a plan. In the Philadelphia 2035 plan, the City Planning Commission identified 51st and Baltimore as an area where blight certification needed to be updated and a new plan written. It also notes that “senior housing” had been identified as a possible priority. The key here is that there needs to be a legitimate, specific plan in place with “demonstrated financing.” One plan that has been on the table for many years is the expansion of the Mercy Wellness Center, but no action has been taken.

Eminent domain. Several speakers at last night’s meeting voiced concerns about the threat of eminent domain seizure as part of a redevelopment process chasing away potential investors. This requires a City Council resolution.

So that’s about the size of it. More questions were probably raised than answered last night. Perhaps the best thing we can do is serve as a public discussion platform. If you have comments, insights or answers, please feel free to comment below.
