Drivers and residents in and around the University City area should prepare for temporary road closures and ongoing traffic delays starting Monday, Aug. 17, due to upcoming Penn student move-in and a major bridge repair project.

Spruce Street Move-In Closures

To accommodate student move-in, traffic closures will affect Spruce Street across two separate dates:

Monday, Aug. 17 & Tuesday, Aug. 18: Spruce Street will be closed to vehicle traffic between 34th and 38th Streets from 7 a.m. to 6 p.m.

Friday, Aug. 21 & Saturday, Aug. 22: Spruce Street will be closed between 38th and 40th Streets from 7 a.m. to 6 p.m.

Following months of community rallies and sustained advocacy from grassroots organizers, Councilmember Jamie Gauthier, and other local elected officials, Mayor Cherelle Parker’s administration has officially announced a commitment to help save 925 affordable rental units across West and Southwest Philadelphia.

In a formal statement released on Tuesday, Aug. 11, Mayor Parker confirmed that the City of Philadelphia will allocate funding and work alongside housing leaders to preserve the Neighborhood Restorations portfolio, whose expiring tax-credit subsidies had threatened to displace up to 3,000 residents.

The release coincided with a demonstration outside City Hall organized by the OnePA Neighborhood Restorations Tenant Committee, residents, and local elected officials pushing for city intervention.

If you’ve recently driven or walked along Baltimore Avenue, you may have spotted new traffic safety signage near Clark Park and key intersections along the corridor (see photo).

The City’s Office of Transportation & Infrastructure Systems (OTIS) and the Philadelphia Parking Authority (PPA) have officially expanded automated speed enforcement (ASE) to Route 13, which runs through West Philadelphia along Baltimore Avenue. Cameras have been installed across high-risk stretches to curb dangerous driving and protect pedestrians, cyclists, and transit riders.

The Friends of Clark Park and their partners are continuing the park’s playground redesign process, which kicked off earlier this year. This project marks Phase 1 of the park’s broader Master Plan, shaped by extensive community feedback. Supported by Philadelphia Parks & Recreation and University City District, the initiative aims to create a modernized, accessible space with an emphasis on nature-based and inclusive design for neighborhood families.

This Monday, Aug. 10, community members are invited to join an online meeting to learn about the project’s progress and review an initial conceptual design from design firms Hinge Collective and Studio Ludo.
