Commercial and residential changes in recent months are beginning to reshape a couple of blocks of Woodland Avenue a block from the south end of Clark Park. Here is a look at some of the developments:

• A boxy, 3-story apartment building next to Gold Star Pizza and Chicken with ground-floor retail at 4619 Woodland Ave. is complete. No businesses have opened in the storefronts yet, but the apartments upstairs, which are aimed at University of the Sciences students, are open for business. The retail rental seems pretty reasonable at $15 per square foot. The apartments range from two to five bedrooms and rents are reportedly running between $800 and $3,200 per month.

“Our vision for building in the University City area is to bring a higher quality of housing to neighborhoods, which may be in need of additional housing options,” Ashley George from HOW Properties, the property manager, told West Philly Local back in April 2014. “There is not an abundance of student housing in the University of the Sciences West Philadelphia corridor.”  Continue Reading

Here’s more information on the new three-story building under construction in the triangle between Cedar and Baltimore Avenues, the former location of the Philadelphia Credit Union. Construction of the mixed-use structure, which will include six residential units and a commercial space on the ground floor, began in the summer and is expected to be completed in late spring 2016, according to Philly Curbed.

As was reported earlier, the lot belongs to the Lai family, who own several businesses and other properties in the area. An appeal was filed against the Philadelphia Board of Licenses and Inspections earlier this year, on the grounds that they “did not consider the impact of adjacent property with regard to air, light and use impairment” when issuing the building permit. The affected property was not mentioned. The appeal was denied last month, and the construction at 4610 Cedar continues. Check out more renderings and photos on Curbed.

Matt Pestronk did something at last night’s annual Spruce Hill Community Association (SHCA) member meeting that property developers rarely do anymore in the neighborhood. He voluntarily showed up and answered questions from residents about the reasons his company, Post Brothers, plans to spend some $250 million on apartment buildings, including the newly purchased Garden Court Plaza building at 47th and Pine.

Pestronk, who owns the company with his brother Michael, took questions ranging from whether they would allow pets in their buildings (an emphatic “yes” on that one) to whether Post Brothers would convert any rental units into condos and put them up for sale (probably not).

The company has acquired several buildings in recent years including: 4311 Spruce Street; The Netherlands at 4300 Chestnut; Chester Plaza at Farragut and Chester; Chester Hall at 4205 Chester; Hamilton Court at 3800 Chestnut; and Garden Court Plaza. Construction of a new apartment building at 46th and Walnut has begun. The three-story 40-unit apartment building at 4525 Walnut Street, which is aimed at students, will also include a fitness room, office and cellar, according to the city’s Department of Licences and Inspections database records. As was reported earlier, University Realty, which owns many other properties in the Drexel, Penn and Temple university areas, purchased the lot last year. Here’s a short update on the widely discussed mixed-use residential and commercial project at 4224 Baltimore Avenue across from Clark Park. Construction of the 132-unit building, which will include upscale rental apartments aimed at young professionals and condo units for sale, is not expected to start until late summer 2016, according to a letter to the SHCA Zoning Committee and the Spruce Hill community sent by the land owner Clarkmore LP and project developer U3 Ventures. The project was approved by the Zoning Board of Adjustment in June after weeks of delays, clearing the last hurdle for the project to go ahead.

“We are now pursuing detailed design, construction cost estimation, [and] retail tenanting along with other detailed planning work,” reads the letter signed by Lenard Thylan, Omar Blaik, and Tom Lussenhop.

Although more details are not yet available, the 17,000 feet of commercial space may include a large fitness center and a full-service restaurant with outdoor seating, among other retail options. We’ll keep you posted when we have more information.

Those who often walk down 45th Street must have noticed new construction between Locust and Spruce streets. The “by right” project – meaning it doesn’t need variances or local approval – started in late spring at 245 S. 45th St. and is progressing quickly. The four-story apartment building has been carefully inserted between old West Philly row homes. It is taller than the adjacent houses. As was reported last fall, the new 15-unit building is owned by Glasberg Properties, which owns other – mostly student housing – projects in the city. We hear that these will be market rate apartments, priced at about $2000/month.
