The Penn Alexander School (4209 Spruce St.) today was named a National Blue Ribbon School, an award the U.S. Department of Education gives to about 350 schools around the country each year deemed “high performing” or “achievement gap closing.” Both public and private schools are eligible.

Penn Alexander was recognized as an “exemplary achievement gap closing school,” an award that recognizes schools that have consistently improved academic achievement against other schools around the state.

School officials received the award during a ceremony in the school this afternoon.

In its application, Penn Alexander officials wrote that, “Penn Alexander faculty spends a great deal of time developing programming and extracurricular activities to engage and support our diverse community. We believe the growth and achievement outside of the classroom has a direct impact on bridging the gap of student achievement inside the classroom.”

Two other schools in Philadelphia were also awarded the National Blue Ribbon. St. Mary Interparochial School at 5th and Locusts Streets was named an “exemplary high performing school,” as was the Folk Arts-Culture Charter School at 1023 Callowhill St.

You may have recently noticed the artwork of Penn Alexander student Lamees Abou-Hatab on the northwest corner of 42nd and Spruce.

Literally on the corner.

Lamees’s art work is a creative reminder that what you dump in the street drains will find its way into rivers and streams. Her work was chosen as part of a student art contest hosted by the Philadelphia Water Department and the Partnership for the Delaware Estuary and was turned into street art over the summer. The School District of Philadelphia has announced the hiring of a new principal to replace the school’s founding principal, Sheila Sydnor, who is retiring at the end of the school year.

Michael T. Farrell, a West Philly native and the founding principal of Thomas Elementary School in South Philadelphia (run by Mastery Charter Schools) will take over at Penn Alexander in the fall. Farrell has been at Thomas since 2013 and before that he was an assistant principal, special education coordinator and teacher at various Philadelphia schools, including Science Leadership Academy.

A committee of Penn Alexander teachers, the School Advisory Council and University of Pennsylvania assisted the district in the nationwide search, which took more than three months.

A graduate of the University of Pennsylvania, Sydnor began her career as a teacher in 1975 and was principal of M.H. Stanton Elementary School in North Philadelphia before coming to Penn Alexander when the school opened in 2001.

“The Penn Alexander School is one of the brightest spots in The School District of Philadelphia as a result of Sheila Sydnor’s stellar leadership,” Dr. William R. Hite, Superintendent said in a statement.

Sydnor will assist Farrell in the transition, according to the statement.

The Penn Alexander School’s first and only principal, Sheila Sydnor, will retire at the end of this school year, and The School District of Philadelphia has announced a search for a new principal to lead the school starting from the 2016-2017 school year.

Sydnor has served as Penn Alexander School Principal since it opened in 2001. A veteran district teacher and administrator, she was selected from a pool of 60 candidates. Under her leadership the University of Pennsylvania-assisted neighborhood school has earned a reputation for educational excellence. The school was named as the best K-8 school in the district in the 2014-2015 School Progress Report.

On Wednesday, March 9, community members are invited to join in the conversation regarding the search for a new principal. A meeting with the search committee, which is chaired by Sean Conley, assistant superintendent for Neighborhood Network Two of the School District of Philadelphia, and Dr. Pam Grossman, dean of the Penn Graduate School of Education, will take place from 7 – 8 p.m. in Penn Alexander’s cafeteria.

The committee is holding a series of outreach meetings with key stakeholders. These meetings are an opportunity for community members to learn about the search process and voice their ideas.

The School District of Philadelphia released on Thursday the 2014-2015 School Progress Report (SPR), which measured performance of both District and charter schools during the school year. According to the report, Penn Alexander School (PAS) is the best K-8 school in the district and is the only school to attain the highest performance ratings across all the domains – Achievement, Climate and Growth. In 2013-2014, PAS was ranked 6th among the district’s K-8 schools.

Samuel Powel Elementary, a small K-4 school in Powelton Village, is ranked 5th best elementary school in the district and is one of the three Peer Leaders (the school achieved the highest SPR scores among others with similar students). The school enrolled about 260 students in the 2014-2015 school year.

Paul Robeson High School for Human Services was honored for the highest four-year graduation rates among non-special admission schools.

Independence Charter School is considering opening a school in West Philadelphia.

Officials from the school, which currently has one location at 1600 Lombard, are trying to gauge interest in the school from the local community, a key part of a new charter school application. If approved, the school would likely be located in the 19139 or 19143 zip codes, according to the letter, which was posted on neighborhood e-mail lists.

The 19139 zip code covers an area west of 45th Street to Cobbs Creek and north of Spruce Street to Westminster. 19143 runs south from Spruce to the river and west from 45th Street to roughly 60th Street.

New charter school applications are due at the School Reform Commission by Saturday. Public hearings on the applications are expected by next month. The SRC then has up to 75 days to approve or reject a charter application.

The district currently has 86 charter schools that enroll some 67,000 students. This is the first time since 2007 that the SRC has considered new applications for charter schools, thanks to a provision in the $2-per-pack cigarette tax. There could be as many as 50 applications, according to reports.

In other school news, the School District of Philadelphia has published the procedures for the year’s kindergarten lottery at Penn Alexander School for the 2015-2016 school year. Applications will be accepted between Jan. 20 and Feb. 27. The lottery will be conducted and letters will be sent to parents during the week of March 9.

Here are some guidelines:

• Two proofs of residency within the Penn Alexander catchment are required.

• Head Start and Early Intervention applications are also due within the same time frame.

• From the District’s website: “Parents are strongly encouraged to participate in the School Selection Process beginning October 17, 2014 and ending 5:00 PM on December 12, 2014. The School Selection online application can be reached by going to schoolselect.philasd.org.”

• Admission decision will only be communicated in writing. No phone calls.
