Five-story parking garage, with dog park and mural, coming to 41st and Filbert

A five-story parking garage is coming to 41st and Filbert (one block north of Market Street) as part of the life sciences and commercial office campus that has been built in the area over the past several years. A Civic Design Review hearing is scheduled for Sept. 2.

“5.0 University Place” will include 495 parking spaces with a special, secured section of 29 spaces reserved for vehicles connected to the new Philadelphia Police Department forensics lab, which will be housed nearby in 3.0 University Place at 41st and Market.

The garage will be built on an existing parking lot and include a mural, a small community garden and dog park open to the public. Parking will also be open to the public for a fee.

Councilmember Jamie Gauthier led the passage of a zoning overlay in June that allowed the construction of the garage, which is mostly intended to serve employees or tenants in the nearby University Place buildings. Another large office and lab building, 4.0 University Place, is being planned nearby at 41st and Market.

A timeline for construction of the garage has not been made public, but zoning attorney Ron Patterson told The Philadelphia Inquirer that the project is on “a quick schedule.”

The public will be able to comment on the garage design during a Civic Design Review hearing on Sept. 2. The meeting will be held from 1 p.m. to 5 p.m. (there are several cases scheduled) at 1515 Arch St., 18th floor, and on zoom.  More info, including the zoom link, is available here.
