A couple times now since I moved to West Philly, I've had a man come to my door asking for a copy of my PECO bill. He claims to be from IGS Energy and is checking to make sure I'm paying the lowest possible rate. He seems really sketchy. Won't look me in the eye and won't take no for an answer. I've had to close the door on him twice now.

"Making sure you're getting the lowest rate" = "Let me continue my sales pitch"
They provide energy distribution but probably do it for less than Peco.
I know nothing about this company except that they don't offer a 'green' energy plan -which, to my mind, makes them sleazier than Peco.
